How to check and raise your WhatsApp messaging limit and quality rating
The messaging limit is how many different customers you can message with templates in 24 hours; it starts at 250 and goes up with business verification and high-quality messages. Check your limit and quality rating in Meta's WhatsApp Manager.

Before you start
- You need admin access to the Meta business portfolio that owns the WhatsApp Business account.
- The limit counts different customers you message outside the 24-hour window (that is, with templates) in any rolling 24-hour period. Replies to customers who messaged you don't count.
- The limit belongs to the portfolio, not to each number: all numbers in the same portfolio share one limit.
Where to find it
Meta WhatsApp Manager › Account tools › Messaging limits
Step by step
Check your limit and quality
- Go to business.facebook.com with your company's Facebook account and open WhatsApp Manager.
- In Account tools › Messaging limits, check your current limit.
- In the Phone numbers tab, look at the Quality rating column: green (high), yellow (medium), or red (low). It's based on customer feedback over the last 7 days.
- If quality is medium or low, hover over the rating to see the block reasons customers gave, when available.
Limit tiers
- 250 customers per 24 hours: the starting point for a new portfolio.
- 2,000: after you complete one of the paths in the next section.
- 10,000, 100,000, and unlimited: raised automatically, one tier at a time.
Raise your limit
- Complete one of these paths to reach 2,000:
- Verify your business with Meta.
- Or, within 30 days, send 2,000 delivered messages outside the 24-hour window to different customers, using high-quality templates.
- Meta reviews your message quality and emails you whether the limit was raised or not.
- From 2,000 onward, the limit moves up to the next tier on its own within 6 hours if, over the last 7 days, you used at least half of your current limit and your messages were high quality.
What your number's status means
- Connected: you can send within your limit.
- Flagged: quality dropped to low. If it improves within 7 days, nothing changes; if it doesn't, the number goes back to Connected but drops one limit tier (for example, from 100,000 to 10,000). While flagged, your limit can't go up.
- Restricted: you've hit your limit. You can't start new conversations until 24 hours pass, but you can still reply to customers who message you.
Tips
- Only message customers who agreed to hear from you on WhatsApp.
- Personalize your messages, keep them clear and useful, and avoid repetitive messages or lots of exclamation points.
- In Meta, turn on quality notifications: you'll get an email when your number is flagged or your limit changes.
Common problems
- Some contacts in a bulk send failed with a limit error → You reached your portfolio's limit. Wait 24 hours and send to the rest, or spread the send over several days.
- The number is "Flagged" → Pause marketing sends, review the templates with the most blocks, and only message interested customers for the next 7 days.
- The number is "Restricted" → You hit your limit. Wait 24 hours to start new conversations; meanwhile, keep replying to customers who message you.
- Another company number used up the whole limit → All numbers in the portfolio share one limit. Plan your sends together.
Frequently asked questions
Is the limit per message or per customer?
Per different customer in a 24-hour period. Two messages to the same customer count as one.
Is "Restricted" because of the limit the same as a restricted account?
No. A limit restriction clears after 24 hours. An account restricted for breaking WhatsApp's rules requires requesting a review from Meta.
